SAILING INSTRUCTIONS

The notation ‘[DP]’ in a rule in the SI’s means that the penalty for a breach of that rule may be, at the discretion of the protest committee, less than disqualification

1. RULES
1.1
The regatta will be governed by the rules as defined in The Racing Rules of Sailing 2017 – 2020, the ILCA Constitution, By-Laws, Lightning Specifications and the Document Governing All Sanctioned Lightning Class Championships (hereafter referred to as Document Governing).
1.2 Except when RRS 88.2 applies, no national prescriptions will apply.
1.3 The following rules below will be changed/will apply.
1.3.1 RRS 42.3(c) is changed to say: “Except on a beat to windward, when surfing down the leeward side of a wave or planning is possible, a boat’s crew may pull/pump the sheet, but not the guy, controlling any sail to initiate surfing or planning, but only once for each wave or gust of wind. When the mainsail is pumped, only that part of the sheet between the crew member handling the sheet and the first block on the boom shall be used.
1.3.2 Appendix T applies. T2, T3 and T4 are deleted.
1.4 INFORMING THE RACE COMMITTEE
1.4.1
A boat intending to protest based on an incident in the racing area that she is involved in or sees shall, at the first reasonable opportunity after she finishes, inform the race committee at the finishing line of her intent to protest and, when applicable, the identity of the protestee.
1.5 UNDER RULE 87, CLASS RULES ARE CHANGED AS FOLLOWS:
1.6 RRS 44.1 is changed per SI 14 Penalty System.

2. ADDITIONAL IDENTIFICATION
2.1
All boats must display bow numbers. Bow numbers will be provided by the Organizing Authority.

3. NOTICES TO COMPETITORS
3.1
Notices to competitors will be posted on the Official Notice Board located in front of the EPS Sailing Center building.

4. CHANGES TO SAILING INSTRUCTIONS
4.1
Any change to the Sailing Instructions will be posted before 09h00 on the day it will take effect, except that any change to the schedule of races will be posted by 20h00 on the day before it will take effect.

5. SIGNALS MADE ASHORE
5.1
Signals made ashore will be displayed at the official staff in front of the Sailing Center building of EPS. 5.2 When flag “AP” is displayed ashore, ‘1 minute’ is replaced with ‘not less than 60 minutes’.

No warning signals will be given on June 12, 2019 after 16h00.
If the regatta is behind schedule three (3) races may be sailed in a day for the European Championship. For the World Masters Championship no more than two races per day will be sailed.

7. CLASS FLAGS
7.1 A white flag with the Lightning class logo in red will be used.

8. RACING AREAS
8.1
The racing area will be approximately three(03) nautical miles southeast of the EPS base.

9. THE COURSES
9.1
The diagrams in Attachments 1 show the courses, including the order in which marks are to be passed and the side on which each mark is to be left.
9.2 No later than the warning signal, the race committee signal vessel will display on a whiteboard (at stern) and communicate via VHF radio channel 72, the approximate compass bearing of the first leg and the course to be sailed.

10. MARKS
10.1
The rounding marks will be orange tetrahedrons.
10.2 Starting and finishing marks will be Race Committee vessels.
10.3 New marks, as provided in SI 12 will be yellow cylinders.

11. THE START
11.1
The starting line will be between staffs displaying orange flags on the starting marks.
11.2 A boat that does not start within five (05) minutes after her starting signal will be scored Did Not Start (DNS) without a hearing. This changes RRS A4 and A5.
11.3 If any part of a boat’s hull, crew or equipment is on the course side of the starting line (OCS) and she is identified, the race committee will attempt to broadcast her bow numbers on VHF channel 72. Failure to make a broadcast or to time it accurately will not be grounds for a request for redress. This changes RRS 62.1(a).

12. CHANGE OF THE NEXT LEG OF THE COURSE
12.1
To change the next leg of the course, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark. If mark 1 is moved, no mark 1a will be used.

13. THE FINISH
13.1 The finishing line will be between staffs displaying orange flags on the finishing marks.

14. PENALTY SYSTEM
14.1
The first two sentences of rule 44.1 are changed to: ‘A boat may take a One-Turn Penalty when she may have broken a rule of Part 2 or rule 31 while racing. However, when she may have broken a rule of Part 2 while in the zone around a mark other than a starting mark, her penalty shall be a Two-Turns Penalty.’ 14.2 Insert a new sentence after the second sentence of RRS 44.1: “When an infringing yacht has its spinnaker drawing at the time of the infringement, drops it completely while taking her penalty, and resets it immediately and has it drawing after the penalty, the penalty is a One-Turn Penalty.”

15. TIME LIMITS AND TARGET TIMES
15.1
Time limit is 90 minutes. If no boat has passed Mark 1 within 45 minutes the race will be abandoned. This changes class rule VIII (3)
15.2 Target time is 60 minutes. Failure to meet the target time will not be grounds for redress. This changes RRS 62.1(a)
15.3 Boats failing to finish within thirty (30) minutes after the first boat sails the course and finishes will be scored Did Not Finish without a hearing. This changes RRS 35, A4 and A5

16. PROTESTS AND REQUESTS FOR REDRESS
16.1
Protest forms are available at the race office, located in the Sailing Center building. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit.
16.2 The protest time limit is 60 minutes after the race committee signal boat arrives to port each day.
16.3 Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the protest room, located in the Sailing Center building, beginning at the time posted.
16.4 Notices of protests by the race committee, technical committee or protest committee will be posted to inform boats under RRS 61.1(b).
16.5 On the last scheduled day of racing a request for redress based on a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes RRS 62.2.
16.6 Decisions of the international jury will be final as provided in RRS 70.5.

17. SCORING
17.1(a)
Four (04) races are required to be completed to constitute an Open European Championship regatta.
17.1(b) Three (03) races are required to be completed to constitute a Masters World Championship Regatta.
17.2 (a) When five (5) or fewer races have been completed, a boat’s score will be the total of her race scores
(b) When six (6) races or more have been completed, a boat’s series score will be the total of her race scores excluding her worst score

18. SAFETY REGULATIONS
18.1
A boat that intends not to participate in a race, shall notify the race committee before the starting signal. Prior to the first warning signal of the first race each day, each boat is required to check in by passing astern of the RC Signal and hailing their sail number and acknowledged by the RC .
18.2 A boat that retires from a race shall notify the race committee as soon as possible. [DP]
18.3 Failure to comply this rule (SI 18) will be penalized with a “DPI” (Discretionary penalty imposed) of 1 point without a hearing. This changes RRS 63.1

20. EQUIPMENT AND MEASUREMENT CHECKS
20.1
On the water, a boat can be instructed by a member of the race committee or the technical committee to proceed immediately to a designated area for inspection. Ashore, equipment may be inspected or measured at any time.

21. EVENT ADVERTISING
21.1
Advertising will be according to WS Regulation 20.4.1, restricted to aft 25% of hull only.
21.2 [DP] Boats may be required to display advertising chosen and supplied by the organizing authority. If this rule is broken, World Sailing Regulation 20.9.2 applies

22. OFFICIAL BOATS
22.1 Official boats will be marked as follow:
a) Race Committee: white flag with white “RC” letters
b) Jury: white flag with black “ Jury “ letters
c) Support: white flag with country code
d) Press and spectators: white flag with blue text “media”
e) Safety: white flag with red text “SAFETY”.

23. SUPPORT BOATS
23.1
Team leaders, coaches, and other support personnel may go on the water aboard designated spectator boats strictly to observe the racing. The Organizing Authority intends to supply a limited number of spectator boats. Individual boats are allowed but must be registered with the OA and be required to assist in emergency situations. They shall stay outside the racing area (defined as 100 meters outside the lay lines of the course including the start area) from the start of the first race to the finish of the last race of the regatta. Individual competitors may not receive support, be towed or be coached on the water at any time during the regatta unless such support is available to all competitors and is authorized by the organizing authority. The penalty for failure to comply with any of these requirements may be disqualification of all yachts associated with the infringing support personnel .

24. TRASH DISPOSAL
24.1
As per rule RRS 55, a competitor shall not intentionally put trash in the water

25. RADIO COMMUNICATION
25.1
VHF radios are allowed for communications with the Race Committee (RC) per ILCA By-Laws, Article VIII, 5. b) 4) A. The RC intends to communicate with competitors using VHF Channel 72 and will attempt to communicate OCS boats using VHF Channel 72. Competitors should bring their own VHS radio. Failure or delay in this procedure shall not be ground for redress. This changes rule 60.1 (b)
25.2 Official radio communications will be in English.

26. PRIZES
26.1
Prizes will be given as follows:
- Medals to the first three boats in each Championship
- Prizes to the boats on places 4-5 in each Championship
- Other prizes may be awarded

27. DISCLAIMER OF LIABILITY
27.1
Competitors participate in the regatta entirely at their own risk. See Fundamental Rule 4, Decision to Race. The Organizing Authority (ILCA, Fleet 405 & SYC) will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
27.2 Each competitor is responsible for their boat and equipment during the haul out process.
